London Boroughs Legal Alliance fires gun on re-procurement of £55m barristers framework
The London Boroughs Legal Alliance has started the re-procurement of its barristers framework, which is worth an estimated £55m over four years.

The City of London Corporation is acting as the contracting authority for the procurement of the agreement, which will be managed by consultancy Kennedy Cater.
The framework agreement has been divided into eight lots:
- Adult Social Services (estimated value £2.5m).
- Children’s Services (£23.6m).
- Governance and Public Law (£5.1m).
- Criminal Litigation and Prosecutions (£2.7m).
- Housing (£7.7m).
- Planning (£9.2m).
- Property (£1.3m).
- Civil Litigation (£2.9m).
The LBLA is made up of: the City of London Corporation; the London Boroughs of Barnet, Brent, Bromley, Camden, Ealing, Greenwich, Hackney, Hammersmith and Fulham, Haringey, Harrow, Havering, Hillingdon, Hounslow, Islington, Kensington and Chelsea, Newham, Redbridge, Waltham Forest and Westminster; and the London Fire Brigade.
The LBLA said it “wishes to re-procure a framework of expert and experienced legal advisers for specialist advocacy and related legal services”.
The framework agreement will be available to other local authorities in London and South East England. It will run for a period of three years commencing on 1 January 2020, with an option to extend for a further year.
The new agreement will replace an existing framework put in place from 1 January 2016 and estimated at the time to be worth £20-25m over four years. In that procurement the LBLA cut the number of barristers’ chambers appointed from 29 to 19.
