Largest affordable homes provider in North West to hold soft market testing on procurement of legal services framework
The largest provider of affordable homes in the North West, Torus, is seeking input from the market “as to what might be the most potentially attractive way of packaging and scoping a future procurement opportunity for a legal services framework.

Torus said it was at an early stage in the development of its proposals and was testing the market prior to formulating any formal procurement opportunity.
It is anticipated that the framework for legal services will be procured in November 2020.
Torus said it was seeking to align legal services across the group following amalgamation. The current annual spend for legal service (based on 2019/20) is circa £1.2m with disbursements and VAT.
It added that the purpose of the soft market testing was for Torus to understand:
- views on the proposed lot structures;
- capacity and capability to deliver;
- fixed fees;
- innovation.
Torus has around 40,000 homes in Liverpool City Region and Cheshire.
The deadline for any submissions relating to this soft-market test is 16 October 2020.
