Paul acts for a wide range of public bodies, NGOs and commercial entities. A large part of his practice involves the planning, authorisation and implementation of major development projects, especially in relation to urban transit and rail schemes, ports and waterworks. Many of these require special statutory powers and he has promoted and opposed a large number of Parliamentary Bills, compulsory purchase, harbour, transport and works and water orders for that purpose, acting as advocate on occasion.
Paul also advises on the constitution, governance and regulation of public bodies, including the application of freedom of information, human rights, procurement and competition requirements.
In addition, Paul is a Roll 'A' Parliamentary Agent and advises on all aspects of Parliamentary procedure as well as drafting and promoting or opposing legislation.
