The Government has launched a survey asking for views on plans to introduce a 'neighbourhood governance' requirement in the English Devolution and Community Empowerment Bill.

Under the plans, the Secretary of State will have the power to make regulations, which define a neighbourhood area, and to specify the criteria that these arrangements must fulfil.

The provision will require local authorities to make appropriate arrangements for the effective governance of any neighbourhood area.

In an overview of the survey, MHCLG described 'neighbourhood governance' as a concept that enables "decision-making at a more local level within a local authority area.

"Effective neighbourhood governance will move decision-making closer to residents, giving communities a greater say in what matters to them," the page added.

The survey is part of a review of local authority-led neighbourhood governance models in England.

It is primarily seeking views from local authorities, town and parish councils, think tanks and voluntary and community sector organisations.

Prospective respondents have until 7 October 2025 to take part.
