Liverpool-based social landlord to procure £1.4m 2022-26 legal services framework
A housing association in Liverpool is to procure a legal services framework worth an estimated £1.4m over four years, with one provider set to handle the lion’s share of that work.

Cobalt Housing manages and maintains around 6,000 affordable homes in the Fazakerley & Sparrow Hall, Croxteth and Norris Green areas of North Liverpool.
The Legal Services 2022-26 Framework will be divided into the following lots:
- Preferred provider: this lot will be awarded to the highest ranked tenderer. The selected provider will have the capabilities to deliver the full scope of services, namely Corporate, Governance & Regulation, Housing & Asset Management, Property, Development & Regeneration, Commercial, Contract & Procurement, Finance, and HR. Cobalt said it would look to issue roughly 85%-90% of its total legal services to this provider.
- Legal framework: this will be a framework consisting of the next four highest ranked tenderers. Cobalt said it was anticipated that Lot 2 would mainly be utilised for quoted project work, however it has reserved the right to issue any work to Lot 2 providers.
The contract/framework agreement will be for four years commencing 1 July 2022.
