Consortium of housing associations to hold market engagement ahead of next legal services framework
The Housing Associations' Legal Alliance (HALA) is to hold preliminary market engagement ahead of procuring its next legal services framework, which is estimated to be worth £72m over four years – more than double the value of its current agreement.

The proposed framework is expected to run from 1 September 2026 to 31 August 2029, with a possible extension to 31 August 2030.
HALA is conducting the preliminary market engagement through the provision of a supplier questionnaire.
Comments provided by suppliers will help shape and inform the approach to the re-procurement of the current framework.
The deadline for submission of responses is Friday 26 September at 5pm.
The estimated publication date of the tender notice is 9 March 2026.
The lead contracting authority is Southern Housing. HALA is being advised on the re-procurement by consultancy Kennedy Cater.
In August 2022 HALA appointed 17 firms to its current framework, which was estimated at the time to be worth £32m.
