Luton Council has successfully defended its decision to revoke the license of a taxi driver who had been accused of locking a lone woman in his car and only releasing her once an inflated fare had been paid.

The council immediately revoked Mohammad Razak’s hackney carriage driver’s licence following the incident.

Razak, of Waller Avenue, Luton, later appealed the council’s decision.

Following a hearing at St Albans Magistrates’ Court last month (4 September 2025), a District Judge upheld the council’s decision.

In a statement detailing the court's decision, the council said the judge concluded that the driver’s actions had left the passenger "distressed and trapped, and therefore Razak was not a fit and proper person to hold a licence".

Cllr Hazel Simmons, Leader of Luton Council, said: “We are pleased that the decision to revoke the licence was upheld, which reinforces our commitment to ensuring that only safe and responsible drivers are licensed and that people feel safe when using taxis in Luton."
